    1. check for an offsetting transaction (CUSIP, value) within the list +-.02 and remove from consideration
    2. check for equal transaction (CUSIP, value) on exceptions list and if match remove from exceptions list and consideration
    3. non-matches added to exception tab (info from cols a-h_)
